If you sent the funds to your own Coinbase staking account, you didn’t lose anything - the money’s just locked temporarily. Skip the chat support and file a formal complaint with Coinbase instead.

What crypto was it? Different coins have different unstaking periods and transfer rules. Also, try contacting support again - you might get someone who actually knows what they’re talking about. First rep probably didn’t get your situation.
The rollover requirement sounds awful. Is this for some trading bonus? They might make exceptions for technical screw-ups like this, especially since the funds are still yours.
Which blockchain? Depending on the network, there could be other recovery options.
